Analysis

Galicia dominates the most affordable ranking with 6 of the top 10 spots. It's not just that rents are low — Verín has the ranking's minimum at €380/month — but that Ourense's provincial salary (€26,547) is comparable to provinces with much higher rents. The combination creates Spain's most favourable rent/salary ratio. Lugo follows the same pattern: Monforte de Lemos, Viveiro and Sarria appear in the top 20 with rents below €420.

Inland Andalusia is the ranking's surprise. Jaén province — Alcaudete, Torredonjimeno, Bailén, Linares, Villacarrillo and Mancha Real — takes six spots in the top 20. Jaén has Andalusia's lowest rents (€389–410) and, while the provincial salary (€26,090) is the lowest in the region, the ratio remains very favourable. Linares, with 55,633 inhabitants, shows you don't need to seek out tiny villages: there are mid-sized cities where renting is economically sustainable.

Methodology

Salary effort is calculated as (estimated monthly rent × 12) / annual gross salary × 100. Rent comes from INCASOL (2025). Salary is the median annual gross salary by province, from the INE Wage Structure Survey (2022). Since salary is provincial, municipalities in the same province share the same salary figure — rankings mainly reflect rent differences within each province.
